BOULAINVILLIERS (Henri, Count of). Memoirs presented to Monseigneur le Duc d'Orléans, Regent of France. Containing the means to make this King's kingdom very powerful and to increase considerably the income of the King and the People. The Hague and Amsterdam, at the expense of the Company, 1727. Two volumes in one volume in-12 of (6), (2), 156 pp. ; (2), pp. (1-4), 5 - 228, contemporary brown calf binding, spine decorated, with jagged edges. Counterfeit published at the date of the original edition and under the same address. Analysing the causes of France's financial difficulties, Boulainvilliers stigmatises in these various Memoirs addressed to the Regent the arbitrary taxes, the weight of the gabelle, the disorder in the administration and proposes the creation of the post of Treasurer General. He recommends the establishment of trade exchanges whose function is to help industry, agriculture and commerce, to help the disabled, to ensure the employment of the rest of the population and the education of the children of craftsmen and workers.
